Dr Quan graduated from the Faculty of Medicine at the National University of Singapore in 1992. He received his Membership from the Royal Colleges of Physicians (MRCP UK) in 1998 and joined a private medical group for 5 years as a primary care physician. He then furthered his advanced specialty training in Gastroenterology at Tan Tock Seng Hospital before spending 1 year in Hong Kong at Prince of Wales Hospital as a visiting scholar where he received his sub-specialty training in Interventional Endoscopy, including luminal stent placement, ERCP and Cholangioscopy as well as Endoscopic Ultrasound (EUS/FNA) and various Endoscopic Mucosal Resection technique (EMR/ESD). Dr Quan has also obtained his Fellowship from the Royal College of Physicians (FRCP Edin) and is currently a Fellow of the Academy of Medicine, Singapore (FAMS) in Gastroenterology. To continue his affiliation with the public sector, Dr Quan provides his service to Khoo Teck Puat and Tan Tock Seng Hospital as a visiting consultant in advanced therapeutic endoscopy including ERCP, Spyglass cholangioscopy and EUS.

As the Director of Endoscopy Centre at Tan Tock Seng Hospital from 2010 to 2017, Dr Quan established and coordinated the computerised simulation training service in endoscopy for the Gastroenterology, General Surgery, as well as the Respiratory Department at the hospital. His passion in therapeutic endoscopy has motivated him to introduce the SpyGlass cholangioscopy system in Singapore to treat large bile duct stones and manage difficult strictures. With this new technique, stones which were once challenging to remove without surgery can now be effectively tackled through the use endoscopy and Holmium Laser fragmentation. Dr Quan has shared his experience both online and at various local and international workshops and conferences held in Malaysia, Indonesia, China and India. He believes in perpetual learning to better oneself in order to provide exceptional care for the patients.
